COP28 会议结束时达成了一项协议。各国必须停止使用化石燃料。这是阻止气候变化的唯一途径。该协议规定，所有国家都应在 2050 年前实现零排放。峰会主席苏丹-贾比尔（Sultan Al Jaber）说，这是对巴黎协定的重大历史性回应。各国不遵守《巴黎协定》。
