世界上的海洋遭受着污染、酸化和过度捕捞，生物多样性正在减少。各国讨论该条约超过15年，但问题之一是大多数海洋不属于任何人，也没有法律保护它们。花了这么长时间签署条约的主要原因当然是经济利益。
该条约旨在到2030年保护世界上30%的陆地和海洋。要做到这一点，每年必须将近1100万平方公里的海洋纳入其中。
