由约基姆-西约布洛姆（Joakim Sjöblom）领导的瑞典弹道学公司（SWEBAL）的目标是在瑞典建立一家TNT工厂，到2027年年产4500吨TNT，从而解决这一问题。这并不能完全解决短缺问题，但会有所帮助。欧洲严重依赖亚洲等外部来源，如果在危机期间禁止出口，就会带来风险。SWEBAL 希望保持本地化生产，使用 550 公里范围内的机器和材料。这样可以缩短交货时间，促进当地经济发展。
欧盟有支持国防生产的计划，但企业表示资金和订单都来得太慢。约阿基姆还警告说，许多欧洲军队使用不同的系统，导致合作困难。他认为，欧洲必须建立自己的国防工业，否则就有可能在安全和主权方面落后。
