朝鲜开放了一个新的度假区，名为元山卡尔玛海岸旅游区。这里有酒店、商店、餐馆，甚至还有水上公园。
该度假区原计划面向国际游客，但现在只有俄罗斯人可以前往。他们由官方旅游公司组团前来。俄罗斯游客说，海滩很美，度假村也不错，但仍有许多规定。
朝鲜希望该项目能带来资金。朝鲜需要欧元、美元或卢布等外国资金。过去有很多中国人前来旅游，但自 COVID-19 以来，每月只有几百名俄罗斯人前来。
专家们认为，朝鲜也想展示它与俄罗斯的友谊，证明它可以接待游客。
