欧洲歌唱大赛出台了新的投票规定，以确保比赛更加公平。这一决定是针对多家广播公司对宣传活动失衡所表达的担忧而做出的。
去年，以色列获得了异常高的公众票数，并最终获得总排名第二。 因此，欧洲广播联盟（EBU）将单人投票上限从20票降至10票。此外，大赛还恢复了半决赛中的专业评审团制度。最终得分现由专业评审团和公众投票各占50%。这种平衡旨在将专业的音乐评判与大众人气相结合。
此前，有参赛艺人鼓动粉丝将全部10票投给单一国家，此举有悖于比赛精神，欧洲广播联盟已就此向以色列广播公司发出正式警告。届时将由独立机构监督投票系统，以防止舞弊并确保结果公平。
