从 2026 年 1 月起，将钢铁、铝和水泥带入欧盟的公司必须为这些商品所产生的碳排放付费。
欧盟表示，这一规定可以保护欧洲公司，保持竞争公平。欧洲公司必须购买包含货物碳含量的特殊证书。
许多国家不同意这项新规定。美国、中国、印度、俄罗斯和南非说，这损害了贸易，只对欧盟有利。一些国家担心会出现更多的贸易问题，尤其是在美国对欧盟产品提高关税之后。
欧盟表示，征税支持清洁生产，阻止企业向气候规则较弱的国家转移。欧盟还计划将征税所得的部分资金用于帮助本国产业应对成本上升。
